Government Data Management - Lessons from the US Evidence Act and Beyond

Abstract:

Governments worldwide are actively promoting the transition towards data-driven governance while also endorsing the release of government data to foster research and innovation. However, a critical first step is to establish effective government data governance framework and practices. In Taiwan, we are still in the early stages of developing such initiatives. In this presentation, I will introduce the Evidence Act (Foundations for Evidence-Based Policy-Making Act) of the United States, including the data governance framework it promotes. While this legislation serving as just one example, it can offer valuable insights to help us assess the challenges and shortcomings of our current regulatory framework in Taiwan.

  • Shun-Ling Chen is a associate research professor at Institutum Iurisprudentiae Academia Sinica (IIAS). She also co-directs the Information Law Center at IIAS. Her fields of research include: copyright, privacy, internet governance, online collaboration, community governance, citizen science and data governance.
